The Delhi Police has de-notified Jantar Mantar as a designated protest site, effectively banning demonstrations at the location. This change impacts how citizens exercise their right to protest in the national capital by mandating new venues for public gatherings.

What happened in Delhi

On October 12, 2026, the Delhi Police Commissioner, Anurag Kumar, issued a standing order removing Jantar Mantar from the list of authorized protest sites. This decision follows a period where the capital witnessed a slew of protests and demonstrations.

Student-led organizations, youth groups like the Cockroach Janta Party, and INDIA bloc leaders had been holding demonstrations in and around the Jantar Mantar area. These events often resulted in thousands of people being detained for unlawful assembly.

Following the de-notification, the police identified three alternative venues for demonstrations. These are the Ramlila Ground, the Burari Ground, and the CBD Ground.

Authorities have started enforcing this order. There have been reports of detentions for individuals attempting to enter the now-restricted area.

Why it matters for citizens

This shift significantly changes the landscape for public dissent in Delhi. Jantar Mantar was historically a central and accessible location for activists.

Its removal has drawn criticism from Opposition parties and activists. They allege that this is a stifling of the citizens’ right to protest.

Those affected by this policy change include:

  • Student-led and youth organizations seeking to voice concerns.
  • Political parties and activists organizing public demonstrations.
  • Local businesses and communities near the new protest venues.
  • Citizens who previously relied on the central location of Jantar Mantar.

Unlike Jantar Mantar, which was free, the new sites involve administrative hurdles. The Ramlila Maidan requires a booking process and fees.

These costs may limit the ability of smaller groups to organize effectively. A 2017 report noted that only one party can book the venue at a time.

How we got here

Jantar Mantar has long served as a landmark site for dissent. However, the site has faced scrutiny for years.

Concerns were raised regarding noise, traffic congestion, and the impact of prolonged sit-in demonstrations on the surrounding area.

In 2017, the National Green Tribunal raised concerns regarding these issues. Following a July 2018 Supreme Court order, which held that public protests could not be completely banned, the Delhi Police had previously released a standing order regulating the number of people allowed at the site.

Historically, a 2003 standing order guided protesters to different sites based on expected turnout. If the crowd was small, Jantar Mantar was used; if it exceeded 5,000, groups were directed to Ramlila Maidan, and even larger crowds were sent to Burari or Narela.

What happens next

As protesters adjust to the new rules, several operational challenges remain regarding the use of the alternative grounds. Future demonstrations will now be subject to the booking processes and specific regulations of these venues.

  1. The availability of the designated grounds, as reports indicate Ramlila Maidan has no free dates for the next two and a half months.
  2. Potential legal challenges or petitions regarding the right to assemble at central locations.
  3. How police manage the enforcement of the de-notification order during future political events.

Key facts at a glance

  • Booking Ramlila Maidan costs ₹1.21 lakh per day including taxes.
  • Jantar Mantar was previously free with no booking charges for protesters.
