Nominations for Mandal Parishad and Zilla Parishad elections in Andhra Pradesh have begun. Voters in Visakhapatnam will elect ZPTC and MPTC members on November 3, marking a key step in the state’s grassroots democracy.

Simple details

  • Polling date: November 3, 2026
  • Nomination deadline: October 23, 2026
  • Total eligible voters in Visakhapatnam: 1,62,407
  • Total polling stations: 203
  • Result declaration date: November 5, 2026

Election process kicks off

The Andhra Pradesh State Election Commission has issued a notification to start the local body election process. Filing of nomination papers began on Wednesday, October 21, 2026.

The window for candidates to submit their papers is very short. The deadline for these filings is October 23, 2026.

Officials received election material at the Swarna Bharathi Indoor Stadium in Visakhapatnam. This is part of the administrative preparation for the polls.

In Visakhapatnam, the notification covers four ZPTC and 53 MPTC seats. These seats are across Anandapuram, Bheemili, Padmanabham and Pendurthi mandals.

Why this matters for India

These elections determine who will represent residents in local decision-making bodies. It isn't just about politics, but about local service delivery.

The outcome affects how funds are allocated for local infrastructure. It ensures that the needs of specific mandals are heard at the district level.

  • Residents of Anandapuram, Bheemili, Padmanabham and Pendurthi mandals
  • Voters in Visakhapatnam district
  • Candidates seeking local political office
  • Local government staff and administrators

The process strengthens the link between citizens and their local administration. It allows voters to choose who manages their immediate surroundings.

How we got here

Mandal Parishads and Zilla Parishads are key institutions in the Indian local governance system. They operate at the mandal and district levels.

These bodies handle development projects and welfare schemes. They are designed to bring governance closer to the people at the grassroots level.

The State Election Commission oversees these elections to ensure fairness. It sets the rules for nominations, polling, and counting to maintain transparency.

Candidates must meet strict criteria to run. They must be at least 21 years of age and provide several certificates, including residential and caste documents.

They also need a police No-Objection Certificate. This certifies that no criminal cases are pending against the candidate.

What happens next

After the nomination deadline, the process moves to scrutiny. This is where officials check if the paperwork is correct.

  1. Scrutiny of nomination papers on October 24
  2. Appeals for rejected nominations on October 25
  3. Final list of candidates published on October 27
  4. Polling day on November 3

If needed, re-polling may be conducted on November 4. The counting of votes and declaration of results will take place on November 5.

Candidates must be careful with Form-4. If Part-B is not completely filled out, their nomination papers could be rejected.

Reality check

The nomination process is very strict. Candidates must provide non-defaulter certificates from banks and no-dues certificates for house taxes and utility dues.

Any blank fields in the required forms can lead to rejection. This means a small clerical error could end a candidate's bid.

Access to the Returning Officer’s hall is also limited. Only the candidate and their two proposers are allowed inside during submission.

Who should buy and who should skip

Those who should pay attention:

  • Registered voters in the four mentioned mandals
  • Local business owners affected by mandal policies
  • Political aspirants in Andhra Pradesh

Those who can skip this:

  • Voters outside the Visakhapatnam district
  • People not eligible to vote in local body polls

Verdict

This election is a critical exercise for local representation in Visakhapatnam. You'll see the impact through the chosen MPTC and ZPTC members. It is a necessary process for district-level governance.
