The Kerala State Commission for Protection of Child Rights has registered a case regarding the poor living conditions of families in the Mundamveli P&T Apartment Complex. This intervention addresses how leaking water is disrupting the education and well-being of children residing there.

The situation in Mundamveli

The Kerala State Commission for Protection of Child Rights recently took formal action following a specific complaint.

This complaint was lodged by Abhilash P. Parameswaran, who serves as the president of the P&T Apartment Complex Protest Committee.

The commission has now issued official notices to multiple government entities.

These include the Greater Cochin Development Authority, the Kochi Corporation, the Local Self-Government Department, Life Mission, and the District Collector.

These agencies are required to submit detailed reports regarding the conditions at the complex.

This intervention follows earlier actions taken by the Kerala State Human Rights Commission, which had also ordered a probe into the matter.

Why this matters for students

The living conditions have had a direct and severe impact on the schooling of children living in the complex.

When school uniforms and study materials are damaged by leaking water, students are unable to attend their classes regularly.

  • Nearly 65 students face ongoing disruptions to their education.
  • At least five students have experienced prolonged absences from school.
  • Families are living in unhygienic conditions due to constant water leakage.
  • Children have suffered emotional and psychological trauma from their environment.
  • The dignity of students is compromised by the state of their homes.

These issues were brought to light after K.P. Priya, the headmistress of SDPY Boys’ High School in Palluruthy, visited a student who had been absent.

She was shocked by the unhygienic conditions she witnessed at the residence.

Following this visit, the headmistress engaged with the residents' association and the local councillor.

This highlights how the physical state of the building directly prevents children from accessing their basic right to education.

How we got here

The 78 families currently living in the complex were relocated from an erstwhile colony.

This colony was situated along the banks of the Thevara-Perandoor Canal in the heart of the city.

The families were moved into these twin towers in January 2024.

This relocation was intended to provide better housing for the residents who previously lived along the canal banks.

However, problems began almost immediately after the move.

The apartments started leaking during the first showers in February 2024, causing water to seep into living areas.

Residents have been staging an indefinite protest since that time.

They are demanding rehabilitation in new, safer structures that do not suffer from the same construction defects.

What happens next

The authorities involved are expected to submit their reports to the commission to explain the situation.

The case is scheduled to be considered by the commission on November 30.

  1. The notified government agencies must submit their formal reports to the commission.
  2. The commission will review these submissions to determine if further legal or administrative action is required.
  3. The ongoing Vigilance and Anti-Corruption Bureau probe will continue its independent investigation into the alleged construction corruption.

As the process moves forward, the commission may issue further directives to ensure the safety and rights of the children are protected.

The legal and administrative scrutiny is expected to continue until the issues are addressed.
