Seven banned armed groups in Manipur have announced a 12‑hour shutdown on October 15, calling it “National Black Day”. They say the 1949 merger with India violated international and domestic law, and the protest aims to draw attention to that claim.

What triggered the shutdown call

The groups said the shutdown will begin on October 15 and will last for 12 hours. They have asked the public to observe the day as a protest against the 1949 merger.

Essential services such as medical emergencies, media operations and religious activities will be exempt from the shutdown, according to the statements released by the outfits.

Six of the groups belong to the umbrella Coordination Committee. The seventh outfit, the Socialist Revolutionary Party, issued a separate call for the same shutdown.

The Coordination Committee groups are the Kangleipak Communist Party, Kanglei Yawol Kanna Lup, People’s Revolutionary Party of Kangleipak (PREPAK), PREPAK‑Pro, Revolutionary People’s Front and United National Liberation Front.

Why the shutdown matters to Indians

A 12‑hour halt of normal activity can disrupt daily life in the Imphal Valley and surrounding districts. Transport routes, market stalls and small businesses may face temporary closure.

The protest also places pressure on state authorities to respond, which could lead to increased police presence and security checks.

These groups could see interruptions to their routine, while the broader public may become more aware of the historical grievance being raised.

How the dispute originated

The outfits refer to Manipur’s former name, Kangleipak, and claim the 1949 Merger Agreement was signed under duress. They allege King Bodhchandra was placed under house arrest and threatened at gunpoint in Shillong on September 21, 1949.

To support their claim, the groups cite Article 2(4) of the United Nations Charter, the Vienna Convention on the Law of Treaties, the Manipur State Constitution Act 1947 and the Indian Independence Act 1947, arguing that the merger breached both international and domestic legal provisions.

They also criticize post‑independence policies, describing them as an “imperial‑ist approach” that brought smaller nations under Indian control and fueled communal tensions.

By invoking global decolonisation movements, the groups seek to frame their protest within a wider historical context of self‑determination.

What could happen next

The shutdown may prompt a security response from Manipur police to maintain law and order and to protect exempted services.

Authorities could also issue official statements defending the legality of the 1949 merger and rejecting the groups’ allegations.

  1. Police may increase patrols and set up checkpoints during the 12‑hour period.
  2. The state government could engage with civil society to seek a dialogue.
  3. Courts might receive petitions challenging the merger’s validity.
  4. Media coverage could amplify the groups’ narrative, influencing public opinion.
  5. After the shutdown, both sides may assess the impact and decide on further actions.

These steps are typical in situations where banned outfits organize mass protests, and they illustrate how the situation could evolve.
